What is the Windsor Framework?

The Windsor Framework is an agreement between the UK and EU on trade and governance in Northern Ireland. The aim of the framework is to reduce the level of controls on goods coming from Great Britain to Northern Ireland. As a result of the framework, there'll be changes on parcel movements from Great Britain to Northern Ireland.  


What are the changes?

From 1st May 2025, green lanes and red lanes will be introduced for goods moving from Great Britain to Northern Ireland. 

The new green lane will mean goods destined for Northern Ireland, and not at risk of entering the EU, will no longer require certain paperwork, checks, and duties, using only ordinary commercial information instead.  The red lane will be for all goods destined for the EU, or at risk of entering the EU, and will require the relevant paperwork, checks, and duties.

What do I need to do?

In order to have the option of selecting which lane your deliveries are shipped by, you'll need:

  • An Economic Operators Registration and Identification (EORI) number
  • A UK Internal Market Scheme (UKIMS) number

You'll need to have your EORI number first in order to apply for a UKIMS number. To ensure that we can get your deliveries to you without disruption, we'll need both numbers by the 1st May 2025 (the date has been extended and was previously the 31st March).

Please be aware that if you don't provide us with these details before 31st March 2025 then all deliveries shipped from PenCarrie will be moved via a red lane and may incur EU charges and duty until we've received your details.
